讲述了几位转业军人先后来到改革开放的前沿南都市二次创业中发生的故事。剧情通过全市瞩目的教师安居工程和拍摄《中华建筑》大型专题片两个中心事件和贯穿全剧的“建委主任之争”等一系列曲折、惊心动魄、意韵无穷的情节，深刻真实的再现了新时期的人物命运、感情纠葛、思想特征和生活场景。讴歌了以贺豫民、夏玫、罗安邦为代表的一批转业军人和领导干部的优秀品质和价值观念。同时对追求实现自身价值的转业军人高子淳、重塑自我的老板齐果祥以及渴望跨身上流社会的打工妹宋晚绢等一批有代表性的新型人物的刻划也做了积极的探索和表现。。山田日後承認在開拍此片之前，已心諳渥美清的肺病步入末期，決定此章為最後一章，並安排由淺丘瑠璃子演的莉莉送寅次郎踏上人生的最後一程。分別15年後，兩人於如詩如畫的奄美大島重逢，感情依舊，鬥氣繼續，沒完沒了似的。正如山田所想，雖然系列必須完結，但始終不想為寅次郎的故事／人生劃上句號。結局如常開放，代表寅一直繼續他的旅程，日本人依然有夢。 公映後翌年，渥美清病逝，享年68歲，本片亦成為他的遺作。 Yamada knew before production began that Atsumi's health has deteriorated to such an extent that Tora-san to the Rescue would be the last film in the series.
